I have a bay pf 11months after viral fever he has got rashes on his body and face .His doctor recommended us to apply Adril lotion twice a day ,is it safe for him or not.

If the rash is part of a viral illness of fever+rash, it will spontaneously resolve in its time: with/without medication.
Adril topical is certainly not an usual indication for rash(unless child also has wheezing)
