19-23 years is the normal age group for wisdom tooth erruption. Donot panic. Luke warm salt water gaurgle 3-5 times a day will help. If it's painful eat a ice-cream or apply ice packs. Donot use hot compression. It is better to see a dentist nearby. A proper diagnosis can be made after taking a x-ray if necessary. If it is impacted... extraction is the option

The wisdom tooth may not be in a proper position and you may be getting pericoronitis in that area. Get an X-ray done and consult a dentist who will guide you what treatment is required
