This is all familial. Attaining height depends upon the fusion of epiphysis. Usually height doesn't grow much after 16 yrs. Depends when she has gained her menarche. Yes, skinny girls can have low estrogen. And usually anorexic body statures do face such hormonal problems and menstrual irregularities.
