My grandmother is said to have stone and is not given any food or even water since one week. After which her body is swelling now . Is that normal

No it's not normal.
Take her to a general surgeon in person for further evaluation and management on an urgent basis.
She needs to be examined.
Without examining there is nothing that can be done from this platform.
