Dark Lips can be due to multiple reasons like smoking,stress, some medicines, frequent consumption of tea/coffee/hot beverages, sun exposure,etc. Lips tend to react to this constant heat and becomes dark or dry or develop wrinkles (at early age).Vitamin B12 deficiency can also cause lip pigmentation but its very rare. So I would suggest vitamin B12 tablets in proper dose only if you have deficiency.
