Tickling in specific part of neck

Asked for Male, 29 Years

I have a spot under my neck and above my chest (exactly on center top of manubrium place above my skin). This spot emerged about 10 years and feels numb and occasionaly make me itch there by giving a sense of tickling. In some period of my life it decreases and nowadays it gone its highest point that by itching too much on that place, the place went dark and a darker spot emerged there that whenever a cloth cover it the itching increase to level that i have to pull down my collar to relax.
