Dear sir, Your condition is known as otosclerosis. There are only two possible treatment for your problem 1. As suggested by your doctor , have surgery done but as you are saying there are risks involved but having surgery done from a experienced surgeon and at a good centre lowers the risks considerably. 2. The other option is going for hearing aids, it does not involve surgery and is the safest option for you.  Your hearing loss and tinnitus , both  can be managed with hearing aids. You can go for invisible sort of hearing aids if you are hesitant of wearing hearing aids. Please consult an experienced and qualified audiologist in your area for same. There are no treatment in medicine or ayurveda, please don't waste your time and money on that.
