Hello sir , Get a xray only with x ray we can find out whats the problem whether its tooth decay or bone loss. And according to the cause treatment will be started and filling and rct can be done only during extraction or minor surgicql procedures diabetes should be in control.

You need to take an x-ray and confirm the diagnosis, whether there is a decay or bone loss, after seeing the x-ray only the treatment can be started... Diabetes is not a problem for fillings and RCT, only during tooth removal recent diabetes report is needed....

The only problem could be cavity but to decide the best treatment we will need the X-ray of the tooth.
