Is there any permanent treatment for Lipomas apart from surgery. I had around 10 on my arms but now it has spread thighs and waist.

Diffuse lipomatosus can be treated with Liposuction as well. This does not involve elaborate scars. Do consult online for more details.

Lipomas are harmless but if you are worried about them, then either surgical removal or lipolytic injection are available. For Injections, multiple sitting are required.
