crowns or veneers depends on your tooth condition. u can go for either of them depending the amount of tooth structure present and the grade of fluorosis. veneers are very thin as compared to crowns, in case of compromised tooth structure go for crowns. but do get it done from a prosthodontist. they are specilalists for the same.

Glad as a 17 years you are aware about the condition of your teeth and are willing to get it corrected. Each and every treatment have their own merits and demerits. Crowns require all around gross preparation and Trimming of teeth, whereas vineers require only front facial minimal preparation, a very very conservative approach. Nowadays even direct composite bonding or vineering is also done with good success & quite economical too. There will be various factors which will determine what kind of treatment suits you best. If you have a good bite in terms of proper overjet and overbite, then vineers can be a basic minimum preparation treatment for you. In case you have a very deep bite then a full coverage Crown may be required depending on your biting force and other factors. Kindly get yourself evaluated from a good reputed Dentist where he can advise you a proper treatment plan after a thorough evaluation. Financial consideration should only be secondary as these are kind of long term treatment, meaning crowns, vineers will last for many many years .So think wisely, trust your doctor & good luck to you.
