Masturbation per se is not a problem. I will have to know if you are having any sexual thoughts before the act. Are the thoughts unwanted, repetitive, distressing? Or are you having any feelings of guilt post Masturbation? Fludac is Fluoxetine which is an antidepressant (SSRI) prescribed to treat depression, anxiety or OCD. Both Depression and OCD are treatable with Counseling Therapy (CBT with ERP). You can consult a Clinical Psychologist for a detailed evaluation and treatment plan. You may have to take a combination of Drug Treatment and Psychotherapy depending on the severity of the problem and the distress and dysfunction caused.
Next Steps

Maturbation is usually considered a healthy sexual practice but problematic when it become excessive and compulsive. You dont have desire still you do it. Some time excessive androgen in blood also cause incresed sexual desire and desire to do sex or masturbation. Its essential to know the duration of this problem as well. You plz consult with a psychiatrist who can assess you adequately. Because even if it is psychogenic combined drug and psychotherapy  has better effect than either alone
