Hi ,
If it has been from birth itself, it could be due to blockage of tear duct.
You start an antibiotic drops, vigamox eye drops 3 times ,but visit a doc r take online consult ..where the method for massage can be taught for opening that.

If umyou have noticed first time, she need ophthalmologist opinion especially oculoplasty. They can prescribe safe meds. Do not use over the counter meds
