If this is first episode in your life then you can visit any dentist and take some medicines. Sometimes it pain subsides for years. If it is happening regularly you need to get it removed.

Go to an oral and Maxillofacial surgeon. Simple. Get it removed. Or get only the gum tissue removed covering the tooth, if applicable. Or sometimes the upper wisdom tooth is injuring the gums over the unerupted lower wisdom tooth.

Greetings of the day... Wisdom tooth erupts in bouts so u will continue to have some amount of discomfort till the time it gets erupted fully.only thing is one should get the condition checked for the assessment(with X-rays) of  position of the tooth. Sometimes when the tooth is impacted (not oriented properly and is not able to erupt) then it might need a surgical removal.
Next Steps
Book an appointment with your dentist
Health Tips
1.Do warm saline rinses at least 5-6times in a day to reduce the inflammation. 2.Maintain good oral hygiene. Hope you feel better soon.

It is never "normal" to have pain. Pain is basically an alarm sign of the body to indicate some Pathology. It is not considered as a disease but actually as a symptom. Your wisdom tooth is not erupting because wisdom tooth erupts maximum up to the age of 21 or 22 years. Beyond that it is the swelling of the gums around it which makes you feel as if the tooth is changing position which actually it is not. This condition is called as pericoronitis and will keep reappearing unless it is treated objectively by the extraction of the offending tooth for permanent relief of your symptoms. You should preferably visit an oral surgeon and get the case evaluated and plan the treatment as soon as possible. Regards.
