Hello. At 17 weeks it is sometimes difficult to appreciate baby movements. Feeling tight and soft baby bump is because of contractions that happen in uterus. And also tight baby bump can happen because of bloating, acidity which is quite common in pregnancy. If there is no history of bleeding, spotting or pain then it is completely okay, not to be worried. But if you are too worried, you can get a scan done.

In any case you don't feel foetal movements at 17 weeks. However since you are worried please get your sonography done and consult with your Gynaecologist.
