Tooth bud is nothing but a tissue under the gum that would form into the tooth Not exactly. Whitish appearance could have many reasons. A dentist can palpate and tell you if a bud is present or not. It is common to have missing tooth. But if many teeth are missing you definitely need a thorough examination

Tooth bud is a mass of tissue with potential to differentiate into tooth. There are 20 baby tooth buds and 32 permanent to tooth buds. If tooth bud is missing that means that particular tooth won't come. It is common to have absence of one or more tooth bud which is a developmental disturbance but absence of many tooth buds, unerupted teeth need to be evaluated to rule out disease/syndromes.
