What does rubella igm reactive test means? Is this serious. My wife is diagnosed with twins and we are afraid now

rubella igm reactive means she is either suffering from rulella infection or just recovered from it. do titres. There is a small but significant risk of congenital abnormality to baby. it is recommended to terminate pregnancy if legally possible.
