I had my cholesterol check up today and the reports says HDL -35.2 And chol/hdl ratio is -3 Is this at risk

The refernce range for hdl is 40, but this reference range is derived from western(european and american ) population, indians have anyhow lower hdl levels. I think its normal by indian standards and nothing needs to be done, excercise is good for anyone

Yes your hdl cholesterol is low and u need regular exercise and dietary changes to increase hdl which is a good cholesterol
