Is there an alternative to d&c for removal of heterogenous retentions after incomplete medical abortion? If not how much does it cost in any private hospital and are there any complications involved?

Depends upon the size . If very small then you can again take pills but then also u might land up in a D&C . If size is large you have to go for D&C . Charges varies in each hospital .
