I would suggest to treat the root cause with Medicated anti-dandruff shampoo not the cosmetic one for hair for eyelashes, cleaning with baby shampoo and luke warm water should suffice.

It's called seborrheic blepharitis.  You can do warm compresses and then wash your eye lashes with baby shampoo. You may need antibiotic eye ointment also. Please consult online or offline
