Fungal infection and causes
I have observed red spots on my penis if I do not clean it for a couple of days and it seems whenever there is smegma spots reappear. Is there a permanent solution to it. Sometimes it is itchy but sometimes there is no itchy sensation.

You are suffering from candidial balanoposthitis which is fungal infection of the foreskin and glans penis. It present as itching, red spots on glans, swelling and cracks on foreskin and inability to retract it.
