I guess you are undergoing aligner treatment currently. So, there are three treatment options.
1st- In your aligner or braces treatment, intrusion of upper teeth can be achieved using small miniscrews
2nd- Gum surgery(Gingivectomy along with bine contouring) if bone is not contoured, the gums that are cut will eventually regrow
3rd- lip lengthening
Ideally achieve it through orthodontics as this will be the least invasive one, but yes one has to diagnose which entity is at fault, lips jaw or gums
