There can be many reasons for halitosis. So there is no "best way" to cure halitosis and the treatment varies from case to case. The causes can be categorised as oral and extra oral.
The most common oral cause is the deposition of plaque and calculus on the teeth. Plaque is a soft, sticky layer which can be removed by tooth brushing but once these deposits calcify, they become hard and cannot be removed by brushing and require session of teeth cleaning by the dentist.
Cleaning your tongue with your toothbrush also contributes to the oral hygiene and reduces halitosis. Maintaining a good oral hygiene is also equally important. Using an antiseptic mouthwash containing chlorhexidine gluconate helps to supplement the action of the toothbrush.
The extra oral causes can range from Sinusitis to Acid Reflux etc and require a proper physical check up and complete history to be evaluated.
