My mother can't keep her head straight

My mother has osteoarthritis and hyperthyroidism.. She is having arthritis in her left knee.. She is having tingling sensation in her head and discomfort in and around her neck and upper back region so much that she can't keep her head straight.. Which doctor should we show..?
