Everything has a particular time to happen. Similarly the tooth also erupts at a certain age . Don't worry her tooth will come out soon by the age of 6-7 years. No need to panic that's perfectly normal. Let her teeth develop first then surely they will erupt if present.
Next Steps
Get an X-ray done for preferably and OPG to see the status of all the developing tooth.
Health Tips
Tab Calcarea Phosphorica 6x - 1 tab twice daily for 3 months this will help in development of teeth and bones.

lower front teeth erupts at around 6-7 years age and upper front teeth erupts at 7-8 years. According to ur history it is normal and upper teeth will erupt at 7-8 years. You can wait. If it doesn't erupt by 8 then we need to take an xray and check.
