Puffiness around eyes

Question

Asked for Female, 25 Years

I get itching around my eyes in winters and it gets puffed up above and below my eyes skin which lasts for a week. I apply lot of thick cream and antiseptics but no difference.Have done all allergic tests and everything was normal in the reports. Please diagnose the problem.
