Need for surgery depends in what symptoms you have. If there is pain and/or instability feeling, then you may need surgery. Proper rehabilitation with good physiotherapy for a few months can be tried. If no improvement, then surgery can be considered

Reoperation or revision ACL Surgery is needed if you have symptoms of instability and pain. Which is common in physically active individuals after failure of initial surgery. Also, if there are any additional ligament or cartilage tears.
A trial of Physiotherapy can be given to patients with sedentary lifestyle but if the symptoms persist it is best to undergo surgery.
Hope this helps.
