I have been facing this problem for past time but I was ignoring it and looks like it has increased now.
I feel like there is a cut on the back side of genital where the skin is attached to the head.
It scratches every time the skin is moved and since last week there is some swelling and sweet itching on the skin & the cut marks around the genital

If you are sexually active or are masturbating, such cuts are normal as during sexual activity the frenulum i.e the skin attaching the foreskin to the penis head gets cuts. These heal if you give them time.
In some persons who are very sexually active on daily basis, the frenulum gets flatenned and eventually gets torn, but the connection of the prepuce to penis glans remains.

You can meet a dermatologist and get examined whether there is any fungal infection. If it is there this needs to be treated. if you have a regular partner for sex, then that partner must also be treated .

Using condoms at sex with partner and using lubricant at masturbation will reduce the frequency of such cuts. If fungal infection is diagnosed, then wearing cotton underwear, Not wearing underwear at night at sleeping, and keeping groin itch free by use of antifungal creams and powders is a good solution
