Small bumps on skin not pimples

I have a small bumps on cheeks not pimples but the are seen in sunlight and feels rough when touch it. what is the reason behind that i dont understand.I never had a pimples on skin.then what is the reason of that.please help me. I want my smooth skin back. what is the treatment???
