My daughter is 13 years old. She has so aggressive nature. Even she is not going to school she want to do work according to her wish. She argues with everyone and not want to study. She spends her more of time in using phone.

Hello dear
from the above mentioned description it seems the child is showing behavioral problems along with aggression. The aggression could be due to the hormonal changes she is going through as she has entered the adolescence. For behavioral control try consulting a clinical psychologist for counselling on behavior management for both child and the parents. You can either book online consultation or meet in person with the psychologist for the behavior management. Try fixing the time spent of phone with her and not provide her with all the time.
