Dark skin on the inner thighs can be experienced by anyone, regardless of skin tone. It occurs when the skin on the inner thigh produces an abundance of melanin, a pigment that gives skin its colour. This is called hyperpigmentation. It may also be a condition called Intertrigo. Preferably corroborate with pictures for the same. Stretch marks can be managed with treatments but no creams per se will hep in resolution of stretch marks. Consult a Dermatologist for the same.
