The foreskin

Asked for Male, 18 Years

My foreskin is attached to the penis head. There is some kind of tissue or a part which is attached to fore skin and the penis head. Its like they are fused together. I am scared because i think it is not normal. Plus during erection i can only pull the foreskin halfway through the glans without pain. Below that i feel strain in the skin and glans. What should i do?
