Diabetics do need some activity, however this should be in conjunction with medication. The diabetes needs to be under control with normal glucose values. Diabetics also might need shoe inserts or special footwear. Local foot exercises, strengthening exercises and stretching would be beneficial. If the person is unaccustomed to exercising start slow. This could be taught online. If the legs feel cold or swelling is there in feet then a dopler test could be used.
