I have more than 15 visible cysts all over testicles and the count is increasing over the past 2 years.
These cysts are white in colour and hard when pressed.
A new cyst start with small mustard size and itchy. It slowly grows to a size and stops. The cysts becomes itchy and the skin dries once in 2-3 months. Can the count be controlled? And what is the procedure to remove these cysts.

You may be suffering from Multiple sebaceous cyst according to your history and symptoms.
Cause is naturally because of excess sweat or improper hygiene or blockage of hair follicles in some conditions like diabetes, arthritis. So need to check two doctors- a surgeon or a plastic surgeon for treatment and a MD medicine doctor to rule out other causes. As it could be a symptom of some underlying disease.
Next Steps
get checked by a surgeon or more specifically a plastic surgeon as if they are multiple surgical removal of all in one time is difficult sometimes . so you have to plan sittings.
Health Tips
get an opinion with a good MD medicine or reumatolgist to rule out pathological conditions
