A toddler may not have serious health issues if given deep fried food but having said that,it becomes a habit which may not be good in the long run, health wise. Maida is best avoided as it is a  processed food with hardly any nutrition .So kids and adults are better off with minimal use of maida.you can use whole wheat atta to make puris and parathas.
