Hi. There can be irrational beliefs about masturbation and sexuality which is causing guilt. Also as per law of cause and effect, there is a reason for OCD. You may not be aware of these causes consciously. They may be in deep subconscious. Psychological therapeutic sessions will help you tremendously. Take care.

Health Tips
Sometimes it's difficult to come out of it on your own. One needs help.
Thank you for reaching out for help. Firstly, have you been diagnosed by a mental health professional/psychologist for OCD? Please do not assume you have a problem before you take professional assessment.
Masturbation is not something any human being should be guilty of. Do take appointments with a counselling psychologist who can listen to you and help you overcome your problems.
Next Steps
Tell yourself that there is nothing to be guilty of about your sexuality and experiencing it.
Health Tips
Discuss your problems with people and professionals who can understand them and not with people who you know would criticise or demean you because they are not trained for understanding the problems.
Oh my dear, it is absolutely fine. At this age if you don't do these things then there is a problem. You are doing it so your a fit person. Having said this, you must be aware of how frequently you are doing it. Let your sexual energy convert into something creative. So love yourself and give the right direction to the energy produced in your body. And it is okay, if you do it rarely. So focus on your mind, body and heart.
Another good thing don't never many beings do have OCD not just you..... They are great things I believe you can also do it....
Good luck my Dear
