Better to give cow milk, it’s easy to digest for kids. Why milk is the primary meal? Being a 3 year kid she should consume other things properly. Protein rich food should be given properly. This time kids require high kcal meal so better to plan meal as per the need. Only Milk is not sufficient at this age. Add dal khichri Moong dal Rice pulav Chella etc. A proper kcal meal as per the need and requirement is must at this age. All depend how active is kid.

If it is a pasteurized milk the child is consuming, then it can be continued as I think the fat % would be around 3 %.The consumption can be 3 cups or around 600 to 700 ml This can be spread out through the day approximately thrice a day
Next Steps
you can try out innovative recipe with locally seasonally  available foods with rainbow colours in the child's  plate with variety of fruits and vegetables which may induce appetite . For more innovative child friendly recipe and  for the Recommended Dietary allowance kindly connect online.
Health Tips
practise the child to eat along with other family members so the child becomes more complacent with names, texture and tastes of different food items.
