Naturally(at rest) upper jaw teeth are always placed outside of lower jaw teeth. Wrt lips/cheek(at rest), Upper teeth are placed nearer and covers the upper portion of lower teeth.

When at rest, the upper teeth are 2 to 4 mm ahead of the lower teeth. This is called normal overjet. They come in contacr only when you are biting into something. Thats norma.

At rest, upper teeth are in front of lower teeth. The position you showed in 2nd picture is not the resting position. It is when you bite using front teeth.
