70 days after last sexual activity, blood test showed bhcg level to be 1.2 mIU/ml. Does this confirm that pregnancy didn't occur or are more tests required as my friend is feeling very nervous.

this means its negative for pregnancy and you are not pregnant at this cycle

get ur withdrawal tablets from your doctor as this may be due to anovulation
