I have septate hymen. It's been 1.5 years but I haven't been able to consummate marriage due to this. Doctor is suggesting surgery under general anesthesia. Is it impossible to have this under local anesthesia?

Missed periods for 2 months.
I have PCOS problem. I had my LMP On 29th march. After that I did not have my periods till now. I took a pregnancy test on 11th May 2024 at 3:30 pm, next on 18th May 2024 at 4:00 pm and then on 31st May 2024 at 3:00 am. All the three tests came out to be negative. So is it confirmed that I am not pregnant?
