I have recently been diagnosed with cervical herniated disc and experiencing numbness in the first 3 fingers and arms with much less strength than before. Could this be corrected without needing surgery?
Started with neck and shoulder pain and now I experience numbness in the fingers. Due to pain medications i now have very minimal pain in the neck/shoulder.

Hi.. you can definitely improve with physiotherapy. As it is clear case of disc herniation. You need to primarily get the pain to minimal level which you have already done. Next is free up the structures along the course of the nerve starting from spine. You need to start with McKenzie treatment and neural mobilization in a pain free range. After this strengthening exercises

1. C6, C7 compression it seems. You have numbness over medial 3 fingers (little, Ring & half middle finger)
2. ICT, IFT over lower cervical area
3. MFR over upper trapizius

Yes this is easily treatable with Physiotherapy.
You need good neural stretches for median and ulnar nerve. With proper cervical mobilization , stretching and strengthening of cervical muscles. Along with scapular muscles strengthening . These should be followed up with core strengthening.
